my little brother is a we-Filipino dual nationality, does he need permission to travel DSWD to fly us?

He is 15 years and return Florida to be with my brother ... the airlines (Continental) said he helped steal the Philippines to Florida, but they never talked about a game DSWD Travel until my mother has received other documents is a lawyer. the prosecutor is who said he needed, but when we asked if it applied to him because he is a dual citizen Attorney failed to respond ...

Regarding the authorization of DSWD, why not go there to learn more about your little brother instead of asking about it. It takes about 30 minutes to an hour on the case of your brother. That agency DSWD require authorization or not. And of course you have a presentation Physics of your little brother there for assessment when the game is necessary. And since he has dual nationality, so the law applies always at your little brother whenever his foot in the Philippines. It is the burden of having dual nationality, you are subject to two laws of each country, the United States and the Philippines. But, in my opinion, at 15 he is no longer required by DSWD, which is my own assessment, but to clear such discrepancies you to visit the DSWD office for this question. For your convenience, you can use the phone to call the office just to DSWD more information or if you prefer a full investigation, then just drop to one of their nearest branch near you.
