can a A8n deluxe motherbaord support window 7 (64-bit) and is it able to support 8 gigbytes?

This motherboard does not have supported Drivers for Windows 7, only for earlier versions of Windows.
However there should be no reason why it wouldn't work, Windows 7 is not that much different from Vista.

According to ASUS, no. Max is 4 gigabytes.
